Tomori enjoyed an excellent spell with AC Milan, having left the Blues on loan in January.
Despite his performances in Italy, Southgate saw no room for the defender in his provisional 33-man Euros group.
Uncapped players like Ben White of Brighton & Hove Albion and Everton’s Ben Godfrey got the call up instead of Tomori.
When discussing in his press conference why White and Godfrey were selected ahead of several others, Southgate said: “There are others who we have been looking at who we really like.
“Ezri Konsa has had a good season at (Aston) Villa. Fikayo has done well at Milan.
“They’re (White and Godfrey) both exciting young defenders. They’re very flexible and can play in different roles, and this is a great opportunity for us to get to know them a bit better.”
This did not go down well with Blues fans, who felt Tomori was the most versatile of the bunch.

There is still the chance that Godfrey and White won’t make the final 26-man pack for the international tournament.
But this will be even more of a kick in the teeth for Tomori, who wasn’t allowed to get over the first hurdle.
The 23-year-old hardly put a foot wrong for Milan and it’s little surprise that they want to sign him permanently from Chelsea.
With a World Cup not too far off in the distance, the centre-back just needs to concentrate on his club football before he gets wrapped up in national team matters.
